Miss Pat Clark is the first to notice the Death Light Car, run by the bank-robbing Death Light Hooded Figures. The hoodlums use the car and their Death Ray Flashlight to attack the institutions of finance.
When the figures turn the car's death ray on her, Mr. Justice intervenes and saves her. Afterward, she introduces Mr. Justice in his human form to her father, Mayor Clark. To do this, she has to shun the attentions of her father's assistant, Roy Winkler.
When Mr. Justice manages to stop the hoodlums, Mayor Clark appoints a task force to assist Mr. Justice.
