Origin

Charles Rivers was a candidate for human enhancement as part of America's program to combat German, Japanese and Russian forces. Charles was a brand new type of enhanced human as he did not possess super strength or the ability to use the halo effect for energy projection but instead had super speed.

Creation

Powers & Abilities

Charles Rivers possessed super human speed, allowing him to move so fast that time nearly seemed to stand still. Unfortunately, when his team was killed as they attempted to take down Siegfried, it forced him to act alone and use all his power to kill the super human Nazi. He was successful but at the cost of his life.
