The Blitz is Jimmy Travis and a member of the Round Table of America.
While driving a race car during a race he was pushed off the road by his German rival and crashed in an hidden cave.
He went to explore the cave there he found an abandoned Nazi laboratory complete with test tubes of secret formulae and a red and yellow uniform marked "Ubermensch". Only one test tube was not ruined labelled "Blitz-Geschidigkeit" ("Lightning-Speed").
Jimmy had been followed by gamblers who wanted to finish him off. When the gamblers came in to kill him, Jimmy spilled the contents of the test tube on his racing suit, the exposure to the chemicals had granted him superpowers. He defeated them with super speed.
