Creation
General Havoc made his first appearance in the 1996 Japanese show Gekiso Sentai Carranger as the villain called Instructor Ritchihiker. When the show was later adapted into Power Rangers: Turbo in 1997, he was renamed to General Havoc.
In Gekiso Sentai Carranger, Ritchihiker was played by Nobuo Tanaka. In Power Rangers: Turbo, General Havoc was first played by Richard Casino then later voiced by Tom Wyner.

General Havoc makes a cameo appearance during Necessary Evil while the Omega Rangers are on a stealth mission on the planet Breel.
