Originally created for the Japanese TV show Kyōryū Sentai Zyuranger in 1992 as a monster of the week villain called Dora Raiger. When the show was adapted for western audiences, she was renamed to Madame Woe, filling the same role as the Japanese counterpart.

In Kyōryū Sentai Zyuranger, Dora Raiger was voiced by Rica Matsumoto, who is more famously known for her voice role of Ash Ketchum in the Japanese dubbing of Pokémon. In Mighty Morphin Power Rangers, Madame Woe was voiced by Alex Borstein.

First appearing in episode 13 of Mighty Morphin Power Rangers (Peace, Love and Woe), Madame Woe was personally asked for by Rita Repulsa to fight against the Power Rangers. Specifically targeting Billy Cranston by isolating him from his allies. After kidnapping a friend of Billy's, she drew the Rangers into a trap within her dimension. Where she would be eventually defeated by the Rangers combined powers.

She would later appear in archive footage in episode 29 - Island of Illusion, as part of a dream sequence.

Comics

Madame Woe makes her first official appearance in Mighty Morphin Power Rangers/Teenage Mutant Ninja Turtles II #4 as part of Rita Repulsa's assault force against the Ninja Turtles.
