Bob Dicks was a Washington civil servant, an assistant to the President and a relentlessly nice guy. He was sent to Monument Valley to oversee Starr and The Grail's use of the US military and to provide an open line of communications to the President, if Jesse Custer should need it.

When the combined might of the Army and the Grail failed to stop the Saint Of Killers, Starr took advantage of Dicks' direct line to the White House. He ordered the President to authorize a nuclear strike on Monument Valley, or face the wrath of The Grail. Once the order was given, Starr shot Dicks dead.
