Raikshaw is the finance minister in the government of Grendel-Khan Jupiter III. However, he wants to see the Khan overthrown. He is technically a Grendel, and not supposed to own property, but is rich nonetheless.
He brings information to Wyotek Jones, an anti-government vicelord, to help them against the Khan. He tells him that Jupiter III has hired the Session twins to find Grendel-Prime, the cyborg who once helped Jupiter I gain his power.
After Raikshaw leaves, Jones orders his execution, presumably in order to keep their plan silent.
