She hates Butcher but is also having a sexual relationship with him and cheating on her husband. She's got a picture of her family on her desk showing her husband and children. She first met Butcher in 2001 when she and the army worked together to bomb a whole village in Afghanistan.
Silver Kincaid got help from her to leave the G-men, Rayner used her as a spy. This could have been fatal to the Boys so Butcher threatened to kill her family including her while having sex.

Susan Rayner is a recurring character in the first season as the CIA contact for The Boys. Butcher attempts to make a trade with Rayner, although due to her fear of Homelander, Butcher would drop the deal without Homelander being charged. Rayner appeared once in season two, in the first episode having her head blown up by Victoria Neuman for getting to close to the things Vought was hiding.
