Origin

Alex Greer is a crooked lobbyist who worked with senator Barrows to get the United States (U.S.) embroiled in World War II in 1938.  He is one of Superman's first villains.

Creation

Greer in one of Superman's first villains in real time as he appears in the first issue of of Superman's appearance in In Action Comics in1938.  It is ironic however that he is a bad guy because he is trying to get the U.S. to join the war that as we know now did join a couple years later.  This story shows the attitude of Americans at that time.
