Bill Henderson
Inspector Henderson was a character from the 1940s radio series "The Adventures of Superman" and the 1950s "Adventures of Superman" TV Show before making his way into Superman and Black Lightning comics in the 70's. At one point he became Metropolis' Police commissioner.

Creation
William "Bill" Henderson first appeared apart of the Superman radio series, before getting a boost in popularity thanks to Adventures of Superman. William is a detective or sometimes an inspector (Goes back & forth) who would assist Superman in cases, being in ways his James Gordon
Character Evolution
William Henderson started off as a recurring character in Superman comics, before moving on to Black Lightning as a supporting character. Later it was revealed he'd became commissioner of the Metropolis police off-panel.
