Origin
Caolan Sheperd is the last Green Lantern from another muliverse, sent to Earth-0 to stop the Revenant Queen. The voice in his ring is that of Kyle Rayner from his universe.
Creation
Caolan Sheperd was created by Phillip Kennedy Johnson for his back-up story in the Green Lantern and later expanded on in Green Lantern: War Journal.

Another Universe, Another Time: The Watchfire is under attack. Guy Gardner and Caolan are some of last remaining Green Lanterns still alive. The attack is by the Revenant Queen and her Radiant Dead. Gardner is killed and transformed but not before Caolan says the Oath and receives Gardner's energy.
It appears the Revenant Queens is going to defeat the Lanterns when John Stewart arrives and fights for Caolan.
John almost defeats the Queen but at the last second she escapes through a portal to another universe. John then tells Sheperd he did well and he will be the first member of the new Lanterns. His first mission is to follow the Revenant Queen to Earth-0 and stop her. His first mission to be find that universe's John Stewart.

Caolan finds his way to Earth-0, more precisely to the Space Station above Earth-0. There he finds some Radiant Dead and is barely able to escape their attack. He does learn that part of the Space Station has fallen to Earth, and knows he needs to find their target, John Stewart.
He is able to track down John in Metropolis, and just in time to save him from a Radiant Dead Varron. Caolan is able to over power Varron and get John help at the Steelworks. He is there when John wakes up, and agrees to help John track down the Revenant Queen, in the Amazon.
While in the Amazon, Caolan and John fight back the Radiant Dead and the Queen's attack. John is taken away and things look bleak for Caolan and Earth-0.
