Carol Bermingham is an ex-District Attorney who was the target of the Mafia. Harvey Dent tried to protect her and sent Nightwing to stop the killer, who turned out to be Two-Face himself. She was shot by Dent and everyone thought that she died there, but she managed to survive and entered the Witness Protection Program and moved to Minnesota.
