Cloud 9 is a member of a class Lex Luthor hired Jason Todd to teach. She has the ability to manipulate the weather, but the more she taps into it, the worse her god complex becomes. In her last appearance, Red Hood: Outlaw #50 - Turn the Lights Off On Your Way Out, she was briefly, along with the other students, under the direction of Monsieur Mallah but Todd quickly stopped that and brought his students back under his supervision.
Powers & Abilities
Cloud 9 can generate powerful gusts of wind, create hail, generate bursts of lightning, and seemingly powerful storms but her god complex can be an issue. She sometimes has to use her excess energy to handle said complex. She can also become wind, allowing solid objects to phase through her, and allowing her to fly. She was trained by Jason Todd in better controlling her powers/complex, strategies/tactics, and combat.
