Crackle was recruited into the Clockwatchers by Clock King. He was part of the attack on the Teen Titans, attacking Risk. Crackle's powers began to malfunction when Agent Chase's latent ability came into play. Crackle was eventually incapacitated and taken away pending trial.

Crackle has control over static electricity. He seems to need to build up a charge. His control over this is not complete, and random objects often stick to him.
