Dusk was a vigilante with an overbearing sense of justice. She and Static became close friends, though things were strained when he allowed a drug dealer to escape because he had recognized the dealer as the boyfriend of his friend. Later she was shot when she and Static attempted to capture the dealer before the he could be murdered by other dealers of his kind, and Static took her to safety. Shortly after this she leaves Dakota, informing Static that she is wanted for murder.
Note: Ivan Velez Jr. has confirmed on Facebook that Dusk is Ducky's sister AND they are both the grandchildren of John Tower of the Tower Patrol. It was meant to be revealed in comics, but it wasn't until Ivan Velez Jr. left Milestone Media.
