Foxy originated as an imaginary friend, introduced into the universe as a go-between for the fictional and the real.
Creation
Foxy was created by Grant Morrison and Charles Truog. He made his first appearance in Animal Man #18. He is based on an imaginary friend that writer Grant Morrison had in his youth.
Major Story Arcs
Animal Man
Foxy is sent by the writer to speak with Animal Man, who is tripping on peyote. He shows Animal Man the morphogenetic field to which he is connected, and takes him to the Prophecy Rock. Later, he warns Animal Man that all knowledge comes with a price

Foxy is a cosmic being who has been partially imbued with his creator's consciousness. He thus possesses cosmic awareness and unexplored divine powers.
