Hammer was one of the villains sent to planet Salvation. He and Sickle are members of the People's Heroes, a group of super beings in Russia created by Soviet Scientists to try and duplicate the powers of the American heroes, the Force of July. Boris and Natasha were codenamed Hammer and Sickle after their powerful weapons and along with the rest of the People's Heroes, they twice clashed with the Outsiders. 
Later, Hammer and Sickle were sent by a rogue faction of Russian zealots to San Francisco to try to assassinate Red Star, another Russian hero, who was on an information exchange between nations. Hammer and Sickle later emerged in Gotham City, aiming to take revenge on Catwoman by threatening her infant daughter.
