Executive director of the Hutchings Institute. His experiments gave superpowers to the Power Elite and (unintentionally) Will Payton. He became a primary nemesis of Payton's Starman. When the Hutchings Institute's vendetta against Starman became public, they put all of the blame on Melrose and sent him to a mental institution. Melrose was rescued by his two new associates, Prescott and Duncan, who killed him once he was no longer useful.
