Henry Wallace is a police officer in the Gotham City Police Department. He first appears in Detective Comics #19 and was initially openly against Batman's presence in Gotham, believing him to be the reason all the freaks and villains gravitated around Gotham. However, after Batman defeated Wrath, who was responsible for the deaths of multiple GCPD officers, Wallace apologized for the way he'd treated Batman, after Batman had arranged for Wallace's precinct building to be empty when Wrath attacked.

Later Henry Wallace is at the crime scene of a suspected suicide/murder along with James Gordon, and he was scratched by man-bat along the cheek area when he confronted him, Wallace ask how Gordon got the bat signal and Gordon says "Sure Wallace... Maybe one of these days I will.
