The Infiltrator is a government agent with ties to Dinah Lance's past. During the events of Your Kiss Might Kill he led a team of agents to take down the Birds of Prey in an attempt to capture Lance. This team included the agents Flesh, Head, and Napalm. Infiltrator guided the group as a hologram, although they were ultimately unsuccessful when Katana threw Napalm down an elevator shaft and the Birds escaped in the explosion.
