The Brotherhood of Evil was attempting to clone a host body for the Brain, and created clones of various metahumans. One of the clones was created from Jay Garrick's DNA and sold to the president of Mali, Ratu Benin. President Ratu used the clone to guard his chemical weapons cache. When the Outsiders infiltrated Mali, they had to fight him and discovered that the clone was just as fast as the Flash and very deadly. After the whole team subdued him, the clone was taken into custody by Checkmate.

Powers and Abilities

Jay Garrick Clone has superhuman speed, and due to implanted knowledge has the skills to use it as a weapon. He is programmed to be a strategist and is skilled in combat. The cloning process isn't stable in him, so his suit acts as a life support system to keep him from decaying.
