Nothing is known about Joseph Devol's early life or origin. At some point he became involved in politics, and eventually rose to the position of US Secretary of Defence.
Creation
Joseph Devol was created by Geoff Johns and Ivan Reis. He made his first appearance in Justice League #28.
Major Story Arcs
Secretary of Defence
In his position as Secretary of Defence, Devol commissions Will Magnus to create the Metal Men. Despite telling Magnus that they were to be designed for search and rescue missions, once the robots are a success he attempts to send them on assassination missions in Kahndaq. The robots flee, and are ultimately destroyed. Following the events of Forever Evil he demotes Amanda Waller from her position as head of ARGUS. Later, he gives Vic Sage full control over the program, though he repeatedly denies him access to switch for the implanted bombs.
