Skizzle Shanks was a criminal associate of Eel O'Brien, and actually saw him get splashed with chemicals and change into Plastic Man. Years later he would replicate what Eel did to get his elastic powers. He became part of the short lived team "The Elastic Four" that surprisingly did not have Mr. Fantastic in it.
