He was hired by Agent Truman to kill Tommy Monaghan. Despite his impeccable aim (he was able to hit several paractice targets while blindfolded), he turned out to be largely inexperienced with actually shooting a man. This was evidenced when he tried to shoot Tommy without remembering to disengage the safety on his gun. Tommy shot him shortly afterwards.
