Mr. Fixx was the bodyguard, assistant, and willingly murderer of Wayne-Powers CEO Derek Powers. He assured that he would too murder Warren McGinnis's son Terry McGinnis (The Future Batman) to Powers, if he caused troubles.
Fixx was killed when the cargo ship carrying the shipment of nerve gas that was to be delivered to Egan Vilgans, crashed into Gotham Bay, drowning him.
