Note: Oleg Balinoff first appeared in Batman 1 and was created by Tom King and David Finch but was unnamed. The character's name, background, and connection to Hugo Strange and the Monster Men was elaborated on in Nightwing 5 by Steve Orlando, Tim Seeley, and Roge Antonio who drew his human form out of costume. His monster men form was designed by Riley Rossmo.
