He is an homage to Dennis O' Neil in the Batman Adventures stories in which he originally appeared.
The Character
The Perfesser is one of the members in a small team with Mastermind and Mr. Nice. He's mostly calm and never seem to rush, making everything simple and he's often writing in his book. The Prefesser is like a mix of his both teammates, nice as Mr. Nice and smart as Mastermind. While Mastermind is making his brilliant plans, the Perfesser is there to help or - as he usually does - comment about his opinions.
Comic Appearances
The Batman Adventures #10 (July 1993)
In his first and short appearance he was going rob the Gotham museum from valuable jewels until Batman showed up and stopped him, making it easy for The Riddler to steal the jewels behind their backs. Here we can already see a preview of Perfesser's calm and witty humor.
The Perfesser appears in three more comics, the final one is in Batman: Gotham Adventures #13.
