Kemper Von Cart is a son of Heinmel Von Cart, leader of Kravia rebels. He was surgically altered and substituted to impersonating a horribly scarred prince Balsik. Perhaps due to the artificial scarring, Kemper became an even worse dictator than the true prince, slaughtering thousands of his own citizens.
