Professor Snark
Professor Snark is an Aquaman foe. He is a scientist who masterminded ways for his pirate ship to approack targets with stealth. But Aquaman still located him and had his army of sea creatures attack. So Snark worked on a way to deprive Aquaman of his army.

Snark managed to create a device turning the salt water of the oceans into fresh water. Localizing the effects around his homebase and whatever target passed nearby, effectively prevented Aquaman's army from entering the areas. Aquaman worker around this plot by creating respiration devices for his sea creatures, feeding them with salt water.
The story has the major weakness of Aquaman himself being able to come and go from Professor Snark's base at will, the archenemies conversing peacefully. To attack Snark by his own power instead of summoning an army apparently never occured to him.
