One of the men known as Ralph Johnson was a fellow scientist of Carter Hall's. He stole Hall's radar control device and used it to guide his own invention. They were plastisteel bubbles
that he could use to selectively render permeable around armored cars and other valuables that he could steal as a masked crook.
