Rebel was a violent metahuman who entangled in a battle with Damage when the young hero was recruited by Liberty Bell and Hourman to the JSA. The pattern of his skin colors make suppose than he simpatizes with the confederate cause. Rebel was defeated by Damage.
Originally, the character who was supposed to fight against Damage was Von Bach, character from the Kingdom Come saga (earth-22). But the editor opposed the idea and Johns and Eaglesham created Rebel, who closely resembles the original GN character.
