"Well guessed, O Spectre! But too late! Now you and the power you represent shall be claimed for the Netherworlds!" -- Shathan.
Investigating a boy's (Billy Hoffman) kidnapping, the Spectre follows Eddie Vega's soul into Hell. The soul is kept by Shathan, who is also known as the Lord of Lies. Shathan claims that Hell is his domain, and announces that his power there is supreme. However, the Spectre defeats him in the end.
