Croatoan is a demon that uses the human form of Simon Vesper to achieve its goals. Around 400 years ago, Croatoan killed 100 people in Roanoke to get a place in Hell. 400 years later, Croaton appears again, but this time in Gotham. He is building the Gotham Tower to use it as a portal to Hell. He pretends to kill thousands o people to get a good place in Hell and favor of Satan.
Croatoan uses Necromancy and magic to control living dead and kill people.
At the end, Spawn kills to Croatoan.
