Stefano is a gambler who became extremely wealthy. He used his money to begin development of Devil's Square in Gotham City. He has a son named Francisco.
 
But, his gambling put him greatly in debt. After his development was burned by the villain known as Diesel, he made a deal to clear his debts. His son was kidnapped by Roulette, who rigged an event to have the Batman killed. Francisco was the bait.
