In the past, Dr. Mortal where he was a member of The Crime Cabal, a small group of brilliant criminals consisting of other public domain comic book super-villains (The Great Question, The Puzzler, Dr. Dracula, and Bull Jackson) who managed to defeat Fantomah and obtain her godlike powers. Years later, Dr. Mortal is later seen leading a new generation of super-villains killing off novice super-heroes who have taken the mantles of forgotten Golden Age superheroes. He was later thwarted when Cassie Hack freed Fantomah and killed him.
