Origin

Rocky Vilon was a crime boss who tricked people into signing insurance policies only to kill them and collect on the policies.  Green Mask got News Blake to go undercover as John Doakes and infiltrate the gang as a victim.  This allowed the Green Mask to stop Vilon and follow him as he went to his boss politician Cyrus Boomer.  Boomer and Vilon exchange words and Boomer kills Vilon with guns that pop out the front of his desk.  Unfortunately, for Vilon the Green Mask recorded everything on a record with a victrola.  This evidence puts Boomer behind bars.

Rocky was created by the Walter Frehm and has the distinction of being the Green Mask's first published villain.
