A petty criminal and thug, Vincent Brock was among a random group of individuals abducted and experimented on by an as-yet unidentified research organization. Brock was subjected to multiple experimental radiation wavelengths, which mutated his body and activated his psionic potential. Brock's body is slowly converting itself to pure psionic energy, which causes portions of his organic body to fall away as it transforms. He also possesses the ability to project bolts of psionic energy at an opponent.

Brock, along with fellow abductee Vaugh Barron (aka Half-Man) planed and executed a daring escape from their captors. And with no other option available to him de to his transforming physical state, Brock remains with Barron as his partner in crime.

Recently, Brock was captured by the third American Eagle after a failed robbery attempt. However, Half-Man freed him and the two made good their escape.
