Cerebros is binary bonded with two beings, Fortress Maximus and Spike Witwicky. With Fortress Maximus being such a huge Transformer, a mere Nebulon or Earthling was simply not big enough to form his head. Instead, the Autobot Cerebros was choosen and, in turn, Cerebros' head was formed by the human Spike Witwicky.
