Devaki of Thane is the son of Phinneas II of Thane and an unknown mother. They are one of the most powerful Dracona families in the city of Kiros. He is the half-brother of Phaedra Essex, a Black Cloak, whose father is Phinneas but whose mother is an Elf, Vasha.
Devaki grows up with his father and never meets Phaedra until he is a young man.
When Phaedra finally comes to meet Phinneas, in order to get help with a case she’s working on, Devaki happens to be there. Phinneas, Devaki, Phaedra, and her partner, Pax, talk about the case. Phaedra believes the Queen has murdered her son, Freyal III, and his girlfriend, Dace.
Phaedra also tells Phinneas that the Kiros Three are trying to paint him as being connected to the crimes. He is not concerned but isn’t sure his social influence will help her. However, he decides to connect her with Ividor, a magician who knows that the queen has been killing the Taka, beloved furry creatures, for their magic. While Phinneas goes to get Ividor, Devaki spends some time with his older sister. He is clearly very excited.
He shows her an elaborate magic painting. When she touches it, it floods her with memories and feelings about Phinneas and her childhood. Phinneas has been keeping it locked away so no one knows, but also so he can keep her presence near.
Phinneas brings back Ividor and he tells them about the Taka. The five of them agree it is time to prove what the queen has been doing. Devaki is very enthusiastic to be included.
After they make plans, and as Phaedra prepares to leave, Devaki shows her a magic gun that he and Phinneas made. He is clearly skilled with magic and engineering. She tells him that she is thankful that he showed her the magical painting. He is overjoyed to have a relationship with his “new” sister.
Pax and Phaedra break into the Castle and find the Queen’s machine for absorbing the Taka’s magic, which the Queen uses to keep the city running. The Queen and Lysanthir, one of her magicians, catch the Black Cloaks. However, Phinneas, Devaki, Ividor, and Valorie, a friend of Phaedra’s who is also a magician, arrive to rescue them.
Devaki uses his magical gun in the battle. After a while, he throws it to Phaedra, who uses it to destroy the Taka-processing machine. This leads to the destruction of parts of the city, but at least the people are no longer surviving off the blood of innocent animals.
Phinneas becomes the Prime Minister and the Queen is jailed.
Five years later, Devaki and Valorie are in a relationship. She works in a magic shop in the poor section of town. He helps fly Valorie and their now-giant retinue of Taka to Pax’s house where Phaedra is building a secret team to investigate a new series of murders. Devaki enjoys meeting Pax’s kids.
They all go into hiding to avoid the reach of the powerful people they believe are behind the murders. The murders are being committed by someone who is controlling creatures called Dragyern. One of the people who has been forced to control them, Dagmar, arrives to help the Black Cloaks’ team stop the murders. However, Dagmar has lost her memory.
They help her get her memory back. The Black Cloaks go to do some more investigating while Devaki and Valorie stay at the safe house with Pax’s family.
Phaedra and Pax find Elea Veris and Lysanthir, who are behind the Dragyern murders. They fight. Valorie, Devaki, Dagmar, and their friend Renna show up to help. They defeat the killers, free the Dragyern, and gain access to the synthetic magic that Elea and Lysanthir were working on. They give it to Phinneas, who uses it to help the city.
Devaki and Valorie become even closer in their relationship, being described as “two goody-two shoes” by Renna when the friends all hang out in the park in the aftermath of their success.
