Origin

Holloway Griffin was the National Security Advisor at the time of the Unknown War. He was stuck in traffic trying to get to his family in Arlington when the White House called him back to work. They had reports that Russians launched their weapons, which he learned was true when one hit Washington, D.C. right in front of him. Griffin did not die in the blast though. Instead, he was changed into a radioactive generator and forced to dress in special medical wraps to conceal his energy. As one of the few surviving senior officials, Holloway took over as President of the United States determined to bring the country back to its former glory.

Creation

Major Story Arcs

President of the United States

After the Unknown War, the United States was a broken place, but there was still a would-be commander and chief. Griffin took over, establishing order east of the Mississippi from the new White House somewhere on the east coast. The Custodian was employed as one of his advisors. He was aiding him in researching some of the fantastical heroes in America, including Geiger, the Glowing Man. They would hunt him down a few times, but he always got away. It wasn't until Gieger broke out of Coldwater Prison that they managed to corner him without his allies. Griffin was excited to reveal himself to Geiger since they were both radioactive warriors.

They ended up fighting while Griffin's soldiers tried to hold off Geiger's travelling companions, who finally caught up with him. Ultimately, the difference in Geiger and Griffin's powers was his downfall. Griffin was a generator, but Geiger was a sponge. He absorbed all of Griffin's powers, leaving him vulnerable. Custodian tried to shoot Geiger, only to shoot Dr. Molotov, who stepped in front of the bullet and died. While Geiger and his allies confront Custodian, the army sneaks Griffin away.

From his hospital bed, Griffin realized Geiger was the answer to fixing America. He could absorb the latent radioactivity across the country. He only needed to trap Geiger again by baiting him with rumors of the Department of Historical Preservation, a rumored government agency specializing in time travel that Geiger believed was real.
