A grifter and a con man, Raymond ran afoul of the mob in the 80s, which is why he left the United States and fled to Yamapalu, a remote Western Pacific island. Somehow, he conned his way into becoming chief of police there, where he met Tony Chu. Chu helped him recover Poyo, a prize-winning fighter rooster. Raymond immediatly fled Yamapalu with Poyo and returned to the United States with him. Poyo was forcefully removed from Raymond's clutches, leaving him in a hospital.
