The Star-Faced Man is a tulpa, a sentient thought-form, associated with the satanic panic of the 1980s. A version of him was first dreamt up by Cole Turner, future agent of the Department of Truth, as a child. A sketch that Cole made was than manipulated by a veteran agent of the Department of Truth, Hawk Harrison, into a folklore character that could be used to keep the satanic panic as a suspicious conspiracy theory rather than a widely held belief that could alter reality.
