Creation
Hatter or better known as Mad Hatter was created for the original Alice In Wonderland story from 1865, created by Lewis Carroll.
Major Story Arcs
The Hatter is a local of Wonderland who's very welcoming to Alice in Wonderland, helping to catch her up to everything that is happening in the wacky world under The Queen of Hearts' thumb. He stood with Alice in her rebellion against the Queen, becoming friends with the young girl, and reminds her of her late father.
In sequel novels, The Hatter was given the name The Mad Hatter due to his quirky personality, intended to be an insult to Hatter, however he'd soon embrace the title.

Disney's Alice In Wonderland
In the 1951 animated movie version of Alice In Wonderland the Mad Hatter is first seen when Alice is lost in a forest and stumbles on the Mad Hatter and the March Hare having an "Unbirthday" party. Not knowing what they were celebrating Alice went over in their garden and sat down listening to the two crazies sing the Unbirthday song. An "Unbirthday" is 364 days in a year that aren't your birthday those are called Unbirthdays. During the tea party with Alice the Mad Hatter references Edgar Allen Poe with a riddle "Why is a raven like a writing desk?" there isn't an exact answer to this as there are multiple ones.

Like most of the characters in Alice In Wonderland the Mad Hatter uses a lot of nonsense and is silly yet he is considered to be Alice's best friend. His personality is very eccentric and unique has he's very random yet intelligent for his riddles. He's also very fun, outgoing, and slightly insane. As long as you don't spoil his parties then you'll be on his good side. Mad Hatter is the boss of the March Hare and the Dormouse and he happens to be a tea party owner.
Alice In Wonderland

In the 2010 reboot/sequel of the animated feature, The Mad Hatter was a major character played by Johnny Depp. He is now shown to wear white make-up to give a fair skin effect, along with holding reoccurring tea parties with his friends of Wonderland.
He returned in the movie sequel, Alice: Through The Looking Glass.
Once Upon A Time
The Mad Hatter is a recurring character the first two seasons of the series, played by MCU star, Sebastian Stan. The Mad Hatter, named Jefferson was a former con man who the Evil Queen recruited into saving her father from Wonderland, but she left The Mad Hatter behind. He profoundly missed his daughter who was back in the Enchanted Forest thinking he left her.

After the curse, The Mad Hatter is one of the few characters to maintain his memories, and attempted to push Emma along to breaking the curse. He ended up helping both: The Evil Queen again, and later Prince Charming, this in exchange to finally be reunited with his daughter.
Due to Sebastian Stan's casting in the MCU, he became too busy to appear in the series, leaving the character's story unfinished with unanswered questions surrounding his time in Wonderland, that were intended to be answered in the show's spin off series.
