Oliver Snate created the Black Bat when he had one of his men throw acid in the face of District Attorney, Tony Quinn's face. When Quinn gets his sight back he becomes the Black Bat. Oliver also in an indirect way got Quinn his sight back because Carol Baldwin is the one who helped Tony because Oliver killed her father.
