The Administrator was the leader of the Watchtower; an anti-mutant faction who conducted medical research on mutants. In the past he hired Deadpool to lead a team to hunt down Wolverine so they could research his healing factor.
When Wolverine and Cable's X-Force breached Watchtower's research facility the Administrator strapped on a battle-suit and faced them. He was then killed by Domino (From an alternate future).
