Agent Arsenault was a Department H agent who came up with the plan to revive the Alpha Flight program. During the fight between mutantkind and Orchis, the team refused orders to cooperate with Orchis and were arrested for breaking the law. Arsenault saw them as a waste of resources while incarcerated. She believed the country needed a superhuman response team, and she proposed they be forced to as prison labor. She believed they would cooperate because deep down they want to help anyway. She was correct, and Department H leadership assigned her to be their leader under the codename Vindicator.
