All-Out was a training automaton who would later become a member of the Anti-Registration Underground. All-Out was captured by S.H.I.E.L.D. and Iron Man when they discovered the location of the Underground with him presumably being sent to 42, a prison in The Negative Zone.
Creation
All-Out was created by Paul Jenkins and Ramon Bachs with his first (and only) appearance being in Civil War: Front Line #4 - Embedded, Part 4.
