Wolverine used Cerebro to find Chetfield as he was looking for a mutant who could suppress his powers. Since then, once a year Chetfield and Wolverine visit a bar together so that Wolverine can get drunk whilst his immunity to poison is dampened by Chetfield's powers.
He actually has a degree in fine art, but was stuck in a dead-end job. Seeing Wolverine making a fool of himself, inspired him to chase his dreams.
