Chill was assigned to special covert mission in Latveria. Doctor Doom just led a successful coup on the country and had taken the American ambassador hostage, as well as her family and staff. Chill and his fellow Howling Commando, Julie, joined two Captain Americas: the modern David Colton and the recently unfrozen, Steve Rogers.
While the Captains thought they were on a rescue mission, Julie and Chill were given secret orders to kill the hostages. The US had backed Doom's coup and needed the witnesses eliminated. When the Captains caught on, they fought back against the Howling Commandos. Chill was sliced along the throat by Colton's shield and presumably died.
