Colonel Ling not only oversaw the creation of the Communist weapon The Psychotron, but was also in charge of the program that created The Red Guardian. Ling was against his Soviet comrade General Brushov's plan to lure Captain America to Asia until Hawkeye and Hercules attacked their base in order to free The Black Widow. Ultimately Ling and his soldiers were defeated by The Avengers.
